Researchers/policy analysts

(APPLICATION DEADLINE: Open)

AIMS has an ongoing need for researchers and policy analysts in the following fields:

  • oil and gas development, with special reference to regulatory and other public policy issues;
  • education, with an interest in school choice, testing, outcome-based testing of school performance and school governance issues;
  • natural resource public policy and economics, with a particular interest in either or both the fishery/aquaculture or the mining industry;
  • health care, including issues of quality and timeliness of care, designing appropriate evaluation techniques, cost/benefit analysis, medical savings accounts, etc.;
  • public sector performance and governance issues generally, including privatisation, performance-based measures, contracting out, alternative service delivery, regulatory issues, etc.;
  • public finances, including fiscal and tax policy, equalization, intergovernmental transfers, etc.

These positions are appropriate for people interested in project-based work. While someone who combined a high degree of expertise in several of these fields might be eligible for full-time employment, it is more likely that the work will be done on a project-by-project basis negotiated with the Institute.

AIMS seeks people who are very experienced in these fields, capable of carrying out highly complex research in them and then communicating the results of that research to decision makers, the media and the public. At a minimum, successful candidates will possess an impressive university background in their field, as well as extensive practical experience. They must be capable of undertaking research projects with a minimum of supervision and delivering an agreed-upon product on time and to the highest standards of accuracy and thoroughness.

Given the nature of the work, there is no need for these analysts to live in Halifax. On the other hand, familiarity with the political, social and economic situation of Atlantic Canada is indispensable.

The Institute will prepare a roster of suitable candidates, and negotiate project work or full or part-time employment contracts with them as needed.

Summer Policy Intern

AIMS expects to offer a four-month internship beginning in May, 2008, subject to foundation funding being made available. Internships are intended to introduce bright and innovative final-year undergraduate or graduate students to the policy making process, involve them in the important questions and issues of the day, and to give them a chance to make a tangible and worthwhile contribution to the work of the Institute. Applications are welcome from a wide range of disciplines including economics, public policy, commerce and business administration, law, history, political science, etc.

Internships can vary depending on the policy area upon which the intern wishes to focus. Two priorities for AIMS this year are education and health policy. The internship application should include a detailed proposal for a major project to be carried out over the course of the internship. The project should culminate not only in the production of a publication quality research report and associated op-ed pieces but should also be directed towards laying the foundation for an expanded application to funders for follow-up work in the subject area.

Candidates are referred to the paper produced by AIMS Intern, Brett Skinner, for a fine example of the standard to which the Institute expects its interns to aspire. In general, applicants should possess strong writing abilities, a talent for research and excellent communication skills. During the internship program, participants will participate in regular discussions on policy issues that are designed to augment their day-to-day activities. In order to further enrich the internship experience, program participants are invited and encouraged to attend all AIMS activities whether in their policy area or not.
